Multiple Xboxes no internet

First off I have no idea what type of issue this is so I'm sorry if this is the wrong board.

I live in the Virgin Islands and we recently had two back to back category 5 hurricanes, as a result Internet has been out for a while and for my area isn't expected to see crews to restore it until Febuary. I also own two Xboxes, one is a day I've had for
a few years and the other is a One S I bought for my birthday which was the week before the hurricane.

My issue is that due to the timing of the hurricane my new S has no offline games on it as they were still being loaded when I lost service but is my home Xbox. My old day one has a few games on it but IS NOT my home Xbox and as such can only be used while
connected to Xbox live.

That is my problem, as I said before normal Internet through cables in my area won't be restored till Febuary at best meanwhile I have two Xboxes that for the last three months have been very expensive bricks more or less. Is there any alternative to access
the games that don't require internet?

P.S.: Using my phone as a hotspot is also not a option as my provider (AT&T) since the hurricane has been atrocious with services anywhere but directly below the tower (my friend works at AT&T and I dropped him there once so he could check it) maxes out
at two bars and is very inconsistent with speeds usually never even reaching a Mb while constant losing connection. My only real source f Internet is at school.

Two people in the same house trying to connect to xbox live, but can't

It's a V 5. And I don't use multiple xboxes, In my description, it's my PC running GFWL and my little brother playing Xbox that's the issue. We each are connected using wired ports, no wireless.

And no, i get my internet through Cox, not cocacola

 

Cannot connect to XBox Live

To answer temper disconnecting a router 24h or 1h there is NO difference, I alredy tried to reset my router multiple times also every internet connection.

My xbox shows that it can connect to the internet but not xbox live.

for souldogwarrior: I do not have any external hard drive i have a 250 internet and i still cannot download my profile.

 

the reason I can't use y phone hotspot is also because the Xbox forces a update as soon as it has Internet connection but the update can't be done as I stated before and basically my Xbox is locked when it's on the internet until I can find a better internet
