Multiple sign in bugs, 100% packet loss, enforcement activity despite not having a...

When I turned on my Xbox and tried to sign in, it gave me error 0x87dd0019 saying my connection wasn’t working, I checked my Xbox using the connection test, and it said my connection was fine, so I restart my Xbox and thought that would fix it. It didn’t. so I just did a “reset but keep my games and apps”. When my Xbox was resetting it gave me a message saying “This is awkward... We thought this Xbox console might need an update. it doesn’t. Sorry to bother you!” And I thought that was the issue and that it was fixed, but when I tried to sign in again it gave me a different error saying I was having connectivity issues. After a couple more resets + restarting my router, it finally let me sign in so I joined a party with my friends and everything seemed normal, but when I tried to start any game, it would tell me one of two things. Either “you need to be online to play this game” or “do you own this game or app?” After a couple hours, I decided to check my internet speed and statistics And when I did this 2 weird things happened. my ping showed “not available” and my packet loss was 100%. So I found another forum where someone had 100% packet loss and was able to fix that but when I did and tried to make a party, it told me I couldn’t because I had a suspension even though I didn’t (even when I look on the site it tells me I don’t) and still doesn’t let me play the games. So that’s where I am now, please give me an answer as quick as you can.
