That's not what businesses pay businesses pay licenses fees and taxes thar are higher then most consumers pays

Whenever it is worth it is what businesses do before they buy a license

And Sony has to.charge.taxes in some countries just like Netflix like.in Canada

Ukraine before the separation sure but as soo as you cede you typically don't obey the previous laws pretty sure the geo political situation calls for less involvement with the former host not more

entirely up to your country, it could be down to what taxes they want to charge to what access or monitoring etc etc, it's not just about licences but also about tax, permissions, where data is stored etc etc etc, the list is too long but it won't just be Microsoft that don't want to be there it could be your government making things difficult too. to be honest nobody other than Microsoft and the Ukraine government will know.

The following could also put businesses off too.
