First create the Microsoft account from here:
https://signup.live.com/?lic=1

After that, please open a new incognito / private window in your browser and migrate your existing Mojang account. This time select "I already have an account" / "existing account" or similar and use the recently created account.

What to do:

1. Check which Microsoft account you are logged into:

Make sure you are using the same Microsoft account that was used to migrate your Mojang account. If you do not remember which one it is, contact Microsoft support to retrieve the email address you used for the migration.

2. Check if the migration was completed:

Access your Mojang account profile on the Mojang website and check if the migration was completed. If not, try starting the migration process again.

4. Check Microsoft accounts:
