Mod Minecraft and Farm Sim without File Explorer

With file explorer gone I can’t figure out how to put mods in place for minecraft and farm sim. My file explorer does not give access to packages. UFO has the cog removed. Is it still possible to mod on xbox one and if so then how? If not what are some
alternative

solutions? Can I use a Raspberry Pi as a Minecraft PE server and connect from the xbox? Can I serve Farm Sim 17 on another device? Or do I have to purchase a different system? Can I mod on a play station or a switch?

The console version of Minecraft doesn't support mods, so using File Explorer to add them violated the terms of service.

Games from the Game Pass store and GamePass cannot be modded as they are encrypted, except via authorized mods obtained from the menu in-game in things like Farming Sim, Skyrim and Fallout

The Xbox version of Minecraft only supports skins and other content downloaded from the Xbox store. Using files from file explorer would be considered modding and is a violation of the terms of service. As such, this cannot be discussed on the forums.
