    That would mean your region is not supported. So you won't be able to sign up unless it's added in the future.

    your actual region and account region has to match

    Yes gears of war is region locked oddly enough gears of war 2 is known to be region locked

    It may sometimes goes thru anyways but its hit and miss as long as your region doesn't match
