Missing Gift Cards

So it's been a while since I've posted because I was promised updates but never received any. So once again let me explain. Back in June before Bing rewards went active I had a form of currency called Gems redeemable that equaled to $40 is visa gift cards.
So I went to redeem the gems and was told to look out for an email that confirmed my purchase. That never happened and now I'm out of $40 and it's almost November and my issue still hasn't been resolved. I've posted on here numerous times as well as called,
still no answer. Seriously what am I suppose to do at this point? the gift cards I'm owed is going back to you guys anyway. So why is this such a problem?

Unfortunately since the Xbox Rewards program shut down, there is no longer a way to contact them regarding gems.

Is it a gift credit card by chance? I ask as most credit card companies reissue there cards much more frequent. if it is a gift card then those are pretty much hit or miss
