Missing Data Pack 1

Modern Warfare will not let me play. It says I need "Data Pack 1". The in game store always says it's unavailable and I cannot find it anywhere when I manually search for it. Does anyone know a solution? I have already done a hard restart and reset my
Xbox One and I've already uninstalled and redownloaded all content at least twice.

You said you're missing "Data Pack 1 & 2 and the Special Ops DLC". What i'm understanding is you still need the complete Campaign and Special Ops Packs which are:

1. "Campaign Pack 1" and "Campaign Pack 2"

2. "Special Ops Pack" and "Special Ops Pack 2"

It could also mean you're missing the Compatibility Data Pack 1. See if you've installed all of them. Overall there are more than five packs to install.

i think you got to download it from the store if not maybe its something to do with your wifi

Sign in with your Xbox account and it should "push" it to your Xbox.

I just did it and it worked.
