Missing Assassin's Creed and Rainbow Six download codes

I purchased an xbox one console from Best Buy which includes two game downloads: Assassin's Creed and Rainbow Six (SKU: 6122904). When I opened it the next day, there were no download code cards in the box. The box was packaged with the original packing
tape circle pieces and had not been tampered with. I contacted MS via chat and the support person reviewed a copy of my receipt (I emailed it to him) and he sent me a download code. He thought it was for both games, but it wasn't. It was only for Assassin's
Creed. He would not give me a code for Rainbow Six. I'm not sure why. He told me that MS has a packaging system that can detect missing cards by weight (that's BS) and that it would not have been shipped out with missing cards. So I asked “are you saying that
Best Buy took the cards out?” He said YES. I have a copy of the transcript. He said that I would need to "partner" with Best Buy to get the second code. He would not give me the code for the Rainbow Six game, which was the one I really wanted. I went to Best
Buy the next day and they said the only thing they could do is take the console back and give me another one, because they don't have codes to give out. I already knew that and even told the MS support guy. I had already download a few games (which took about
an hour each) and didn’t want to go through that again. I have since purchased the Rainbow Six game. So now I am perusing a $20 credit from MS. I will be sharing this write-up with Best Buy.
