No. There's no way to bypass the age restriction.

I recently tried to change my gamerpic as well and wasn't able to switch to the new image. I usually have instant update after changing but I guess there's a minor delay for now. Try again later.

If you're still a minor that is under a family even if you change your birthdate the system will detect that which means that you need to wait for your account to naturally be an adult for you to finally create a custom gamerpic.

It's like having restrictions for child accounts in regard to purchasing stuff online. It requires a parent's guidance or approval. Even in changing your account's privacy options, that requires a parent account to do it. That's the same thing with custom gamerpic. A child or minor player may not be able to identify which one is appropriate or not appropriate. I hope you understand that.

Rest assured that once your account graduated to adult, you'll be able to use customized gamerpic.

You can only change your Gamerpic on the Xbox. Changing your style does not change your Gamerpic. Turn on your Xbox and update your Gamerpic.
