I have the same issue, and it seems like it's pretty common that texture packs and other marketplace items won't download. I think it's Minecraft's problem, not the developers of the marketplace item.

The suggestion I find on similar questions is to reinstall the game, but I find this an unacceptable solution since reinstalling deletes your worlds, and most people don't know how to copy the world files into another folder.

I've been waiting 15+ minutes to download a 75mb texture pack... I just want my money back at this point.

I have the same problem. All of my Minecraft Marketplace purchases are gone, and the "Recently Viewed" section when browsing Marketplace content is gone as well.
