Minecraft Pocket Edition: "Unable to Connect" Error - Unfixable

To confirm, you meant above that you re-added your friend as a friend already, correct?

Try to refresh your world as well.
Step 1: Start Minecraft.
Step 2: Select Play.
Step 3: Choose your world
Navigate to the Worlds tab and select one of your Worlds.
Step 4: Select Save & Quit from the menu.
Step 5: Go to Friends Option
Return to the main menu and choose the Friends option. You should be able to enter the world of your friends.

Have you also tried to reinstall both of your games?

Minecraft pocket edition can only be connected to a Xbox when on the same internet connection as the console

I don't think i did it right because it still doesn't work. Here's my port forwarding page on my router

if you have tried all of those and its not working it could be that the ports needed for xbox live are not open and blocking you from connecting the ports below must be open for xbox live to work.

These ports must be open for Xbox Live to work:

• Port 88 (UDP)
• Port 3074 (UDP and TCP)
• Port 53 (UDP and TCP)
• Port 80 (TCP)
• Port 500 (UDP)
• Port 3544 (UDP)
• Port 4500 (UDP)

I had a similar issue, and it seems three things helped resolve it:

First, my friend was too far away from their WiFi access point. After he moved from his own room to the living room (where the WiFi router was) we could connect.

Another time, I had a corrupt resource pack installed. I had to go to the settings, and reinstall all resource and add on packs I had.

After that, I was able to connect.

And thirdly, when I played with two of my friends, it made a difference in which order we connected.

When the two were already playing, I was unable to join their world.

When I connected to friend A first, and then friend B joined, it worked.
