I would have you first follow Xbox Forums Ambassador Ricardo Cintra suggestion first, to verify that everything correctly
set-up.

This error occurs when there is an intermittent network connection, When you test your network on your PC, do you receive any errors? You can test your connection to Xbox Live on your PC by following these simple steps

1. Press the Windows button on your device or keyboard, or you can select the
   Windows icon in the lower-left corner of the main screen.
2. Select Settings > Gaming, and then select
   Xbox Networking.
3. Check
   Server connectivity.

If you receive any sort of error messages, I would recommend that you check out the

Xbox Live Server Connectivity article and see if some of these troubleshooting techniques work for you!

Try see in your permission privacity and Billings if you have some Restrinction. If no have you need Search the Suport
