Minecraft multiplayer is not working despite all settings being set as they should.

My brother has been trying to get onto minecraft java on multiplayer for a few months. His settings are all correct according to the forum. He has been on microsoft family as a member, where our mother has already done what was instructed to resolve this on her end. The issue still remains, but we are not sure why.

we have gone through changing his settings (including age) both on his end, and on the parental end, restarting his computer afterwards. we had him open back up minecraft, but it still disabled him from getting to multiplayer. we had him log out just in case something strange was going on, and then had him restart his computer again.

not sure what else we should do. any advice?

system: PC, windows 11
