So if I understand correctly, the purchase was competed and you can see it on your
Microsoft Account order history but the Creators pack is not accessible in game is that correct?

I would recommend logging out of your Microsoft Account from the Microsoft Store app and also see if you can do the same from within the game when it launches. If the items are still not in game, then try to reset the game through Windows settings:

• Select the Start button, then select
  Settings > Apps > Apps & features.
• Select the app you want to fix.
• Select the Advanced options link under the name of the app (some apps don't have this option). On the page that opens, select
  Repair if it's available. If it isn't available or doesn't fix the problem, select
  Reset.

If that doesn't help, then try uninstalling and then re-installing the game.
