Would it be possible to buy the windows version with the laptop (prime) account in the store and than log in with the old account? Does it function?

I would by it with the old account, but the Microsoft store runs with the laptop identity (prime account) and it is not possible to buy and register the minecraft with the old account on the laptop with the new account.

Or is there any other possibility to solve the problem?

Sorry to say but any type of content transfer between Microsoft accounts can't be made
(this includes merging account, transferring licenses, in-game progress, items, etc)

Yes, as the minecraft edition on the phone is also bedrock
As long as you sign in with that account in your laptop you can use that progress

If you want to purchase the windows edition with the "side" account you can sign out temporarily from Microsoft store and sign in with that account
After that sign in again with your "prime" account and once you download the minecraft launcher sign in with the "side" account there

You are playing Minecraft PE on Android or iOS?

Also please try to sign in to the Microsoft website with this account to see if you are able to sign in to it.

Have you tried to add your Microsoft Account directly in the phone setting? maybe in this way the launcher see it

I don't know of a way to add a Microsoft account directly to an Android phone. I already have Outlook, Xbox Companion App, and the Microsoft Launcher app signed in with my Microsoft account.
