Well two things your actual region doesnt match your account region

If you look at your speed test it is in Mexico

So you need a mexican account not a us account

Not all dlc is region locked which would explain why minecraft downloaded

BlackOps is region locked and you need to be physically in the same country as the account

Minecraft Launcher indicates that the game may not be able to run due to a problem with the account region setting
