You have a region mismatch. I've heard before that problems like these are caused because your account's region or your console's region is mismatching your physcial region. Also keep in mind that, if you change your account's region, you have to wait 3
months to change it again.

If not, click on it then select the correct region that you are in.

Check and confirm that you are within the available time of support under Contact times.
