Basing on the statement you provided above, here are some troubleshooting steps that you may try:

Ensure that you are logging in to the correct Microsoft account that you used to purchase Minecraft Java Edition.

1. Try signing out of the launcher and then signing back in with your Microsoft account.
   
2. If the issue persists, try resetting or repairing the app by following these steps:
   
   • Go to Windows Settings > Apps > Apps & Features > [Name of App] > Advanced Options > Reset or Repair.
     
   • Restart your PC.
     
3. If none of the above steps work, try running the Windows App Troubleshooter by following these steps:
   
   • Press the Windows Key+X.
     
   • Click Settings.
     
   • Click Update & security.
     
   • Click Troubleshoot.
     
   • Scroll down to the bottom.
     
   • Click Windows Store Apps.
     
   • Click Run the Troubleshooter.

When I purchased Minecraft, it prompt me to create a Microsoft account to link it with, which is the one I am using now. I am 100% sure this email is linked when I purchased Minecraft but it does not appear under my Microsoft account order history.

We tried the steps with Powershell as Admin, and restarted the PC at the end, but it still does not recognise the Minecraft in my account, even though it says "You own this game", and Minecraft appears in my XBox library, but after launching Minecraft it asks us to purchase the game again.

No error, The user does not appear, despite being on the same network. Something has changed with either the MS account or Minecraft update, so this no longer works. In my case, one of the users(me) has parental control of a kids account.
