They are very reliable, also i have the same problem, i couldnt buy any minecoins even in the microsoft store but i found on internet a lot of webpages with good offers in minecoins.

If I'm not mistaken, they haven't announced anything about Forza Horizon 4 being available on Steam at some point. That said, it obviously doesn't mean it will never be on Steam either.
