Unfortunately, there is no way to transfer data from one account to another!

That is the account that I used to make the purchase. OK, if I log in to my MS account, that account has the purchase history, if I then switch over to my Xbox profile, staying in the MS account. That is the same profile that appears when I log in, for the refund process! It's the same account!!!

Is that the issue, that my MS account is linked with the wrong Xbox profile, do I have another mysterious Xbox profile that I don't know about?

Do you mean move it to another Xbox Profile/MS account?

Or just to a different Xbox console?

Unfortunately since the email you are trying to add as an alias to your Xbox/MS account profile is already a MS account since it is outlook.com and outlook.com is owned by MS it automatically makes it its own MS account so you can not add it as an Alias
onto another MS account because it will not know what account to sign into when you go and sign in.

With that being said there is NO way to merge the two accounts together.

You can add your outlook account as a billing email address to your Xbox profile account at account.microsoft.com but you would not be able to add it as an account alias.
