Reinstalling Windows is only a last resort if the known fixes for Store issues like yours don't fix it. There are at least a dozen other fixes to try first.

Run the Microsoft Store Troubleshooter, windows 10 has a built-in troubleshooter for the Microsoft Store that can automatically diagnose and fix issues. To run the troubleshooter, open the Settings app, select Update & Security, then Troubleshoot, and finally, Windows Store Apps.

I see you mention running wsreset already. Have you tried running the Windows Store Troublshooter, or Microsoft Account Troubleshooter to see if there are any specific errors we can work on fixing? Also, you might try installing the games through the newly
