Microsoft Store Won’t Update or download

My Xbox 1 S won’t update or download the Microsoft store or Microsoft Host. I’ve tried resetting my Xbox without deleting the games. I’ve tried factory resetting and unplugging from the wall and console. I’ve done every little thing on the internet and it’s 2023 and we are still having problems with the Microsoft Store. My Xbox is up to date and I’ve deleted everything due to factory resetting 3 separate times. Everytime it says it’s downloading it says the download speed and 0.0%. It doesn’t say how much of the download there is or how far along it is. Nothing is working.

I can’t send my Xbox in bc I’m not in the States ATM

I’ve tried this and the problem is still here. I’ve tried everything I could think of and everything on Microsoft forums. Is it a software issue from the new update? Is it time to send it to Microsoft just for them to say there’s nothing wrong with it? Nothing will install or download either so it’s basically a giant paperweight

First, try clearing the persistent storage on your Xbox One Series X. To do this, go to Settings > System > Storage > Clear persistent storage. This will clear the cache and may help resolve the issue. If that doesn't work, try resetting your console to factory settings.

This is what it’s been doing for the past 3 days and I’ve factory reset it a handful of times and cleared my cache and still nothing
