Sorry to hear that you're dealing with this issue. Usually if you're unable to load that or the dashboard says as much, then it's a network issue. I would suggest trying to the steps here on our support page entitled
"I get an error message when I run the 'Test multiplayer connection' on Xbox One" as it's got a good amount of troubleshooting steps that could help fix that kind of thing.

You can also just try powercycling the console as outlined in
How to restart or power cycle your Xbox One console as that helps with a large number of different problems as well.

power cycle
of the console.

If the problem persists, try doing a
soft factory reset of the console,
Reset and keep games and apps to help reset the operating system. Please note before doing this troubleshooting step, make sure to know your email and passwords for your Xbox profiles.
