Sounds like you need to set some account information on your Microsoft Account.

You might want to verify the region your account is set to and check it against the region the card is for, as cards for regions that don't match your account cannot be redeemed. The account and card region have to match.

NOTE: Do NOT change the region as this will cause your account to undergo an account migration. You won't be able to change your region for 90 days.

For an alternative option, You can try to purchase an Xbox gift card US region from 3rd party retailers and redeem the 25-character codes by signing your account on redeem.microsoft.com

Note: Make sure that the Xbox gift card credits region is matched with your Xbox account region to redeem the codes successfully.

Then use the credits to purchase on the Microsoft Store.
