No. Ukraine is not a supported region so there's no Xbox store or Microsoft Rewards there so gift cards wouldn't be available there.

this location problem happens from time to time.

I (germany) had it about 3 years ago.

But I hope you know that the app is not the only way to earn points. You can use the Edge browser of your console to earn daily points at the Rewards site.

At the bottom of the Rewards site you'll find a link to contact the Rewards support. Tell them about the location issue with your app.

Yes, unfortunately Microsoft Rewards are not and will not be available in a part of Europe like Ukraine, Poland, Slovakia, et cetera.

Check the Rewards site to see if it's an option, but since Ukraine is not supported by Xbox, it's likely they're not available.
