Microsoft is keeping my Credit Card info after I delete the account

Microsoft keeps reinstalling a credit card I remove from payment options. Once they have your card number, they will not let you actually delete it. I am getting hundreds of dollars in charges a day from a Credit Card I have removed from the account, and an hour later the card is back on and being charged. How do I get Microsoft to stop using my credit card without my permission

I have already done this process 5 times TODAY and the card keeps popping up on the account I have done it on all devices . I have lost 400-500$ In the last 24 hours because of this.

Once you remove your credit card from your account, it will be no longer linked to it.

Here's how you can remove your payment method:

Remove a payment method online:

Sign in to the Payment options page with your Microsoft account.
Find the payment method you want to remove, and then select Remove.
Confirm that you want to remove your payment method, and then select Remove.

Remove a payment method on an Xbox One console:

Sign in to your Xbox One console with your Microsoft account.
Press the Xbox button on your controller to open the guide.
Select System > Settings > Account > Payment & billing.
On the Payment options screen, scroll right to the payment option you want to remove, and then select Remove.
Confirm that you want to remove your payment method, and then select Yes, Remove.

I got my GamePass code in my email inbox today (2 days after I entered the promo code on Dorito's site). In order to redeem the GamePass code, I had to give my credit card or PayPal info. Next, I received a $1 authorization charge on my credit card and immediately got refunded. After successfully signed up for GamePass, I went into my Microsoft account and turned off GamePass recurring billing and removed my credit card info.
