Microsoft doesn't want to unlock my account

I have been trying for months and like the title say's microsoft doesnt want to unlock my account, I got hacked and manage to enter the account back via windows PIN since it was connected to my pc, changed the password and turned on TSV to log out the hacker, after microsoft locked my account, after some searching on the subject I gave up since no one was able to help me since TSV was turned on, months later someone tells me I can turn it off with the 30 day security information change, I waited 30 day and it worked now the main alias email is still the one that is the hacker email yet its outlook and I am the one in possesion of it since I logged him off of his own email when he changed it to his on my account, the reinstatment forms keeps getting declined and support arent doing alot to help out since I think I need his information to where the email was created and stuff, I have live/video proof of me logging into it but it still doesnt help and even I have all the information prior even before when I got hacked. Any help anyone ?

I am very sorry you are going through this situation, unfortunately Microsoft has very strict policies regarding account recovery, only we as owners can recover accounts using the tools offered by Microsoft and providing exactly the same information we used to set it up, technical support cannot help you beyond offering you the same tools.

You can fill out the following recovery form up to two times per day.

Try to include new and relevant information that will help verify that you are the owner of the account.

Remember that this is a public forum and as an independent consultant, I am an ordinary user just like you and I am not part of Microsoft's technical support team, so I do not have access to the system to help you beyond the information I have provided.

no this is really dumb i activated TSV so "people who doesn't work on 'Microsoft' won't have access to my account" they must change this system because i found atleast 5comments about this and they are complaining about it (video : how to unlock your Microsoft Account). They need to change because right now Microsoft is locking account for suspecious activity .... and people can't unlock their Account with Account Reinstatment Form.

the account connected to my old gamertag is a microsoft account, but it doesn't have @outlook or @hotmail) and the new email account that I want to be connected to my old gamertag is also a microsoft account but @gmail, not @outlook or @hotmail

That was the first thing support had me do, but the achievement doesn't want to unlock because it is seeing it as unlocked already.

Afraid not.

Achievements,saves etc. are tied to the account that unlocked or created them & can not be transferred to another account.
