Hello Bilal, if you are trying to use the account recovery form but it says that the account does not exist you have to contact Xbox support via live chat and request an ATO (Account Takeover), this is because this forum is public viewing and unfortunately as independent consultants we do not have access there is some data and procedures that Xbox Support has.

However, ATO is a similar procedure to the online form, but done by a Microsoft agent, it will need as much information as possible for you to do the procedure.

This did not fix my problem as the live chat is not giving me the form to request for an account takeover. It states that it wants clarification.

The problem I'm facing is my Microsoft account got deleted and cannot be recovered for some reason, I wanted to get back my minecraft account in my hacked Microsoft account.
