Once they call explain the issue and they will be able to help you. Note that these options regularly change so just keep selecting something that gives a request for a call from support as a contact option.

You will need to use the recovery tool. There isn't any way players can request information for any account as we the account creators are not only responsible for the account security but login credentials as well.

Im sorry but if we could request information, there would be thousands of accounts stolen every day.

Yes, all attempts at recovery were denied by the Microsoft account team. The message was that the final update to my attempt of recovery of the account was denied because they couldn’t verify ownership. Several attempts waiting the 24 hour period between attempts. If Microsoft will not transfer the content of an account that they closed then they have stolen the content of that account haven’t they?

thanks for such a quick response. The scammers changed the phone number and email, which we could use for recovery, and also installed additional protection by checking through the application. Can my friend somehow get his stolen account back?

The reinstatement process request allows you to unlock a Microsoft account that is locked due to suspicious activity if the request was approved by Microsoft:

If you're trying to recover your account as you have no longer access to it, I'm afraid the only best option would be through the account recovery web form.

Since you mentioned your account is locked, I suggest you try to submit the reinstatement form to unlock the account first, then once it's done, submit a request via the account recovery web form:
