I'm struggling to see a setting for you to change myself. I'm going to ask someone around, but what exactly are you trying to do?

Is it a child's account you're trying to change it for or your adult account?

What game are they trying to play cross platform?

Ok, I have a link that will take you to the privacy settings if your Xbox account, on there is a setting to allow people outside of Xbox Live to communicate with you. It may also be worth checking other settings on that page as well.

There is a section under the heading Xbox One/Windows 10 Online safety that allows to play with players outside Xbox Live.

check your Microsoft account privacy settings.

To change the privacy settings your account must be an adult account, otherwise you will not have access.

see it in your privacy settings:

if your account is for a child, you need an adult account to link your account and manage your privacy settings
