Merketplace error on Forza Horizon 3

I have been trying to purchase a car through the marketplace thru my step-brother's account and every time we press the buyout option it says there is a marketplace error. So we looked through other threads and they said to clear the secondary MAC address.
We have done that and went back into the game and it keeps giving us the same issue.

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.
