    Seems like you have downloaded a non compatible version of the tool, as I remember currently there's no download link for a Windows 7 tool, just for Windows 10 and 11

    It looks like you need 1903 for the game pass. If there is an upgrade block, Media creation tool should tell the same.

    Try updating to 1903 using Media Creation tool and if it fails let us know.

    The fastest way to get the upgrade is through Media creation tool or ISO file.

    Please download Media Creation Tool from the link below and select Upgrade this PC at the first screen.
