Mass Effect doesn't recognize my downloaded DLCs

I play Mass Effect while logged into my XBox account (). I downloaded the original Mass Effect Spectre Training Center DLC via my XBox account. But, Mass Effect never recognized that the DLC was there and didn't give me the opportunity to play the
DLC. Now I am starting Mass Effect 2 and have downloaded the Lair of the Shadow Broker DLC. But, it doesn't seem that Mass Effect 2 recognizes it is on my XBox disk. I have looked at the XBox disk contents and both the Training Center and the Shadow Broker
DLCs are there. But, neither DLC is shown as attached to my XBox account name (). How do I get my Mass Effect games to recognize that the DLCs are there?

Cant find My DLCs that I downloaded

I had to get a new Hardrive for my Arcade 360, and I cant find the DLCs I downloaded to it. I have already done the License trannsfer and Re-Downloaded eveything.

I downloaded the Mass Effect 3 Extended Cut, Several Mass Effect 2 DLCs (Weapon packs and new costumes), Soul Calibur V Costume Packs (Character packs such as Viola, leixa, so on) I have the compatability packs as well (All eight of them), Mass Effect 3
weapon packs, and the Nanako Nav. for Persona 4 Arena Ultimax.

Except for the nanako DLC, I cant find any of the other DLCs. I can see them when I am signed in to LIVE (Except for SCV), but when I am disconnected from LIVE, I cant see them in the games. My hardrive memory says they are saved to it, but when I try to
view in the game I cant. In Mass Effect 2 there is a Downloaded content tab, that say I need a live connection, and they dont show up at all on ME3. All the DLCs I bought has nothing to do with online paly, so why cant find them.

On my old hardrive, on Mass Effect 3, I could go in and view that I had the extended cut, but now I cant.

Let me re-itereize that I have done a License transfer, but still cant find any of my DLC when I start the Games.

Mass Effect 3 ate about 18 GBs out of my 29.5 GB Flash Drive. This is disc 1, disc 2, the Extended Cut DLC, Genesis 2, and all of the MP DLCs only. I am not big on getting single player DLCs, PvP map packs, etc... The only single player DLCs that I have
ever played are "The Liar Of The Shadow Broker" (from Mass Effect 2) and "Ryder White" (from Dead Island 1). As far as I'm concerned, every single MB of space that Mass Effect 3 took from my 29.5 GB Flash Drive was totally worth it I love Mass Effect
