Factory Reset your console. Let us know then if your issue has been fixed.

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.

Thank you for taking the time to post this on the Xbox Forums. We understand that you are currently experiencing difficulties with your console not turning on immediately.

If preforming a soft factory reset on your console does not provide the favorable results you seek, the only other thing would be to either

create a Service Order for your device, or exchanging this device at the vendor you purchased this at.

In the past there have been reports of other consoles reproducing these same results before, however, non of these reports provided any info on the console not performing as intended other then the light taking too long to dim out or turn on after the power
up tone goes off.
