Lost Phone No., Really Unable to Fill Out Account Recovery Form?

So I have forgotten my password on my main personal account and went to reset the password just to find my old phone number from over a year ago is the second authentication method. So now I'm stuck and combing around for a solution kicking myself for not checking my number sooner. I find the account recovery form, was happy until I read that they don't work if you have two factor authentication enabled. Why is that, does anyone know? I know I have security questions set up, and a PIN, why can't I use either those in lieu of that old phone number? And is there any way around this? Everyone that I've spoken to has pretty much told me it sucks to suck nerd, keep trying old passwords. I even used my recovery code, and after I submit the email to be contacted at or whatever it tells me something like "We're sorry, your account isn't ready for this action yet" (~8 hours ago.)

I may be overreacting, but is my account + all the purchases on it just locked down until I somehow remember the password?

I am sorry if this is answered somewhere already, but I've looked and looked and found nothing. Maybe I didn't look hard enough though. I also apologize if this is in the wrong section.
