Looks like the xbox Avatar Editor and Xbox Report a problem is bugged.

This looks like you have choose to use the Xbox original gamertag, the one from the 360 days and not the Xbox avatar new experience, as the editor for those doesn't look like the one you are using

You could try using the app on PC, 2 apps available, Xbox original Avatars and Xbox avatars Editor

same problem on my avatar editor i cant have an avatar if avatar editor dont start

hey there try checking your avatar awards in the avatar editor to make sure

then go to your hard drive and look at the avatar section and see if its there

or try checking for them on xbox.com avatar editor

There is an ‘Xbox Original Avatars’ app and a ‘Xbox Avatar Editor’ app

if you want to keep your 360 Avatar as is you can download the original avatars app and customize through there and then vis versa with the Xbox one version if you would like an updated/new look for your Avatar. Both can be found througu the microsoft store
for free or through games and apps search bar.

I see, after i posted this question I tried another "avatar" which created by avatar editor, and problem kinda solved like you said. BUT I must say it is a stupid setting that to separate gamer pic" and "avatar". And a slot to save "avatar" in xbox profile.
