    Remember that people who make the game mods aren't game developers. They likely have other jobs that take their time and mods allow them to contribute to their favourite games in some small way.

    Mods can lead to better things for their makers though, just look at Garry Newman creator of 'Garry's Mod' for Half-Life 2 for example.
