    Tested last night with a bunch of people, they ALL found the maps, initally they said there was 1 there, but after looking, they found them all. so.. they ARE there.

    If your looking to get the metro maps to show up you need to play with people that have them If one person in the game does not have the metro maps the maps will not show up. If your looking to get the achievements for the metro maps I would recommend just
    looking for people that have the maps and looking to get the achievements to play with.
