Locked out Microsoft after someone trying to hack email

one of my family members has there email blocked after someone try to log on to his email from a different country he trying to recover it but getting no where this the email he had for many years and uses it for his Xbox he pretty unhappy has he spent a fair amount on a game he loves and has thousands of hours he sent the form off so many time but getting a email back. Unfortunately, we were unable to verify your ownership using the information. It don’t help that the number on the account is old and he can’t remember having a recovery code he ending up putting his Xbox to one side and got a PlayStation to pass the time surely he can get it back right ? He had the email since I can remember as I remember I told him it’s fine as you can reset the security questions but takes 30 days for security reasons but it’s not giving him that option to do this if someone from Microsoft can help talk through email as the proof he got surely should work? That’s all for know just trying my best to help a family member out

I believe he spoken to them and he said they can’t do anything about it I dunno if I’m in the right place but I’m just trying to get he email back up and running again even if they can change his number to a update one as he still at the same address and making payments back. From Microsoft points he had a new card over the years but it’s something but with the new card he got new stuff with the same address for the game he plays his email locked because he can’t proof that it’s his account

Hotmail they locked it for security reasons and he went to recover it but it’s a very old number this is a email he had for years but seem informed he giving don’t seem to help the matter of them unlocking the account to charge the number over unfortunately
