    Yes, he can use split payment. Just make sure that the Microsoft balance matches his Microsoft Store region, physical location, and payment method.

    As I have checked, the Microsoft balance is for SG, he needs to be physically located in SG, as well as his payment method needs to be from SG as well.

    The credit card validates your location and makes sure you have a method of payment to continue your subscription.

    https://account.microsoft.com/    , select Payment & Billing, select Payment options. Make sure that the region of the page is set to the current region you are currently located. Proceed adding the payment instrument you preferred.

    I think, it's related with current location setting. Romania it's not available as location in locations list, so I choose USA.

    I have setup a card in Microsoft account payment, but it's not apear in Xbox payments choices.
