You may want to restart the console:

1. Press and hold the Xbox button in the center of your Xbox One controller to open the Power Center.
2. Select Restart console.
3. Select Restart

Thanks for coming to the forums with your question. We understand no game or app will launch on the Xbox. What is the error code you get when you try and launch a game? First try a

power cycle on the console. If that doesn't work and still unable to launch anything, we recommend a

soft factory reset. before doing this, make sure you know the credentials for the profile/s on the console as they will be removed. You will have to re-download the profiles after the reset.

Try a hard reset by holding down the power button for 10 seconds until the console shuts off.

Unplug the power cable and wait for 5 min before plugging in back in.

That might fix the problem

That's really odd , may I know if you tried to do a clean boot in your PC to see if that helps?
Just in case a third program is causing interferences.

If maybe that doesn't work, try the next: (if one doesn't work proceed with the other)

1. Run the SFC tool to find and repair possible system corruptions

3. Could be a virus, in this case the best option is perform a custom installation for windows

I suggest you shut down, reboot, in safe mode, and do a malware and virus scan, using Windows defender
