if you use the plug and play charge kit the xbox will stay on to charge the battery. as for the console restarting, is your console updated to the latest software? if not check out this link

@CAMAROBOY69 The purpose with the combo is to delete a portion of the latest system software update and then reinstall. A simple cache clean will not remove any portion of the system software update, but temporary files stored on your Xbox system cache.
You can try this for yourself.

I recommend turning on
automatic updates so your console will automatically download and update to the latest system software typically when your console is not in use.

The latest version of the system software is required to play on Xbox Live.
