Language change after login with my xbox live account

Sorry to hear it. What region is your gamertag set for? If it's not set for the country you live in then you should change it.

I fixed it. I had to change the region on my live account and on my xbox account to match each other

What language is your Xbox account set to? I believe the newsletter is sent to you based on that language so if you change that, it may change the language of your emails as well.

Where can I check my language settings? I've looked all over accounts.xbox.com and can't find any reference to language settings. Other then a link changing an xbox360 account region, which requires me to login with my Microsoft account and then redirects
me to a French page explaining what a change in region involves (I think, my French isn't that good).

Thanks for reaching out to the forums. I'm sorry to hear that none of the current steps have helped resolve this issue. I understand you mention to have your cousin's account on your Xbox 360 and it shows his information in Spanish. In this case I suggest
for you to change your Xbox Live account language. You can change your Xbox Live account language
if your country or region supports multiple languages (for example, Canada).

Here’s how to
change your Xbox Live account language:

1. Go to
   Billing Account Information.
2. Sign in using your Microsoft account.
3. If multiple languages are supported for your country or region, select a language from
   Preferred Language.
   
   Note The Preferred Language option does not appear if only one language is supported (for example, in the United States).
   
4. Click Save.

After making the change perform a power cycle on your Xbox and let us know if any changes occur.

That's not changing your region or language. That's your locale on your console. The only way to change the account region language would be by going to the link I gave you above and following the directions under Change your Xbox LIVE account language.
You followed the directions for Change your Xbox 360 console language.

The console language does not affect the language of the game it's only for family settings and WiFi settings if you use those two things. The Xbox LIVE account language is what's going to affect the language of the game and your account.

But as I said, ultimately it's up to the developer to make it so there are multiple language options from within the games menu. Without those two options available to you, you will not be able to change the language of a.) your account (if there's no preferred
language drop down) or b.) change the language of the game (if there's no settings to change the game language).
