Killer instinct definitive edition problem

I have bought the killer instinct definitive edition physical copy a couple of months ago but I have ran into a problem. When I bought the the definitive edition it downloaded almost all the characters and packs but certain characters and packs it said I
had to pay separately for. The characters are Shin Hisako, Kilgore and Eagle and the packs were the gold skin packs, terror pack and Gargos color pack. It also told me on the Xbox store that all the characters and packs I listed before were included in the
definitive edition but I cannot download them with out paying while all the other characters and packs were free with the definitive edition. I am not sure what the probably is or how to fix it if you could please help it would be appreciated. Thanks in advance.

I purchased killer instinct definitive edition and was never able to recover my download code for it

Sorry to hear it. Please try highlighting the game on the dashboard and press the Start button on the controller. Select Manage Game and make sure that content is in the list of downloaded items. If it is not go to Ready to Install within that list and
download the items.

Verify If all characters are included in Definitve Editions If all characters are included so You must contact Xbox Support and ask them the why You can't download It for free

I also have the same problem purchased game last saturday didnt recieve my content afterward tried to uninstall and reinstall game twice had someone even sync my account on an xboxone and nothing works called microsoft with problem and they told me to post
my issue on the forums. If you find anything out let me know.

MS pretty much robbed us all. The store says I own this, but for whatever reason it doesnt work on windows 10. It is very clearly advertised as a windows 10 game..... FIX IT!
