If you think someone is cheating online or hacking the system just report that person or block him from further communication. If an enforcement act is due or not that can be decided only by the XBLPET after an investigation.

I also wanted to add that what you are describing is called DDoSing and is illegal and could result in a fine of jail time to people that do it. You could report them to your local authorities if you feel so inclined.
