Keeps happening for me - games practically unresponsive while general UI still ok. Anyone else?

PS: I left out an important detail: The unresponsive state happens right after a cold reboot. Once it becomes responsive, it stays that way unless something happens to an app. For example, once the Amazon Instant Video app locked up and then the UI was
in the unresponsive state. However, usually it is right after boot, though not 100% of the time either. Reminds me of early windows...

Why oh why do people keep citing the optimal performance as a mean average?

That is a straw man argument to take what can occur within 1 second and then declare it is the same for everything or something is wrong.

Mine can do the same with many Features in 1 second but that is not the point of a statement in regards to the issue of the UI being slow. There are other instances that can be dreadfully slow and flat-out Game-breaking. An example (note an example not a be
all source) would be Open the Help App in Snap. I have had it take as long as 50+ seconds to finally Open the App. This is while the Game is still playing in background under Snap usually resulting in death in the Game.

Now before anyone says "don't open help while playing an important part", I did not. Minecraft for example has the Help Button (In-Game) right above the Save. Now combine this with UI that can be sluggish at times (even fractions of a second) it moves slower
then the User (a bad no no in terms of a UI).

The above again is an example, not a citation for being every experience. The point however is this none of this should be happening on a UI that is supposed to be "advanced" when directly compared with the performance of a UI a Generation prior.

Does anyone else feel their B button is also slightly unresponsive sometimes?

I'm also having this problem, except it's not with Black Ops 2, this is just in general, but anyways it keeps lagging me out my party lobbies and I know its not my internet because I have a Dual Band router. And it doesn't just happens to me, it happens
to all of my friends as well. So if anyone can give me an update of this issue is going to be fixed or is it something else that causing this to happen.

Does this happen with a controller connected with usb cable?

To test it...

Turn the console off. Connect the controller with usb to console and turn the console on.

If you still get unresponsive controller you may have to refresh the System OS keeping Games and apps.
