JRE won't function

I'm trying to install Minecraft Forge, but JRE won't appear on the apps list. I went into the Java files and found an .exe file called C:\Program Files\Java\jre1.8.0_361\bin\java.exe. I then tried to use it to open the Forge Installer, but all that happened was a small black window appeared for a split second and then disappeared. I've tried reinstalling Java several times, but I'm not sure why it isn't working. I've installed Forge on my old computer several times, but I can't get it to work on my new one.

The DLL file you downloaded and pasted on the JRE folder was the opengl32.dll?

you can go to the azul website and download zulu from there , just put it in the jre folder in your minecraft directory

it may be by design that it does not work, gamebar needs compatible gpu's to function and as the drivers may mismatch then it won't function.
