I've purchased Minecraft and Bedrock Deluxe edition but can't redownload it

You would need to download the launcher from the Microsoft store app by signing in using the same account that you had on your old device. It will then redirect you to the Xbox app that you can download here: https://www.xbox.com/apps/xbox-app-for-pc

Once the launcher is downloaded, you can access both Windows and Java from there. You will see the launcher from your Xbox app - it looks like this on mine:

It seems that the only bundles you can purchase are the Minecraft: Java & Bedrock edition for PC and Minecraft: Java & Bedrock Edition Deluxe collection.

I purchased the bedrock console version and I own the digital copy of Minecraft for windows but can't claim the java edition

If your Microsoft account only has the Java version of the product, but not the Bedrock version of the product, of course you can not play the Bedrock version, because these are two products:

Minecraft: Java & Bedrock Edition for PC Deluxe Edition

Unless you have previously purchased the Deluxe version (which includes both of these products).

However, if you do have the corresponding product under your account, but you can't play it, it may be an account anomaly, you need to contact Minecraft support for further investigation of this issue:

The add-ons included with the Deluxe Edition are for Minecraft Bedrock Edition, not for Minecraft Java Edition.

To play Minecraft Bedrock Edition, you can do it essentially the same way you did with Minecraft Java Edition. From the Minecraft Launcher, look for "Minecraft for Windows" on the left side of the app, install it, and launch the game from there. That's the name Minecraft Bedrock Edition goes by in the Launcher.

Once you install and launch the game, you should be able to access the add-ons included with your purchase.
