to my knowledge if you log in on minecraft on the pc with the same microsoft account you use on ps4 then the addons will be available only the windows edition of minecraft NOT java version as there is two versions for pc.

I purchased bedrock on the windows MC launcher by itself. Now when I go in the launcher it shows that bedrock is ready to play while java says "Buy Now".
